The applicant should: -
- Be a retired commissioned officer of Armed Forces who must qualify as an ESM as per definition laid down by Ministry of Personnel and Public Grievances from time to time (ESM(O) and as laid down by service Headquarters).
- Be below 58 years of age. As a special case, officers who retire from regular service at 58 years of age (including re-employment) will be given additional one year to empanel their security agency i.e., up to the age of 59 years. Other terms and conditions will remain unchanged. Under no circumstances will the sponsorship be done to CPSUs and central Government departments beyond 63 years of age of proprietor/director. Responsorship may however be done for one year between 63 and 64 years of age of the proprietor/director. The officers can work till they attain age of 65 years age.
- Have been registered with DGR for resettlement assistance and empanelment within five years of retirement.
- Have done Security and Fire Fighting Course from an institute empanelled with Training Directorate of DGR in the preceding five years before applying for empanelment. Retired officers should have attended the course after being sponsored by the Training Directorate of DGR.
- Not have availed of any employment/self-employment opportunities through DGR. When any proprietor/ Director of a security agency take up employment in any semi governmental /Government in centre/State/autonomous Government bodies/departments, he should inform DGR immediately regarding the same. During the period of such employment the officer’s security agency will not be sponsored. Failing to inform of such employment will make the agency liable to be disempanelled.
- Have an unblemished record of service.
- Should possess aptitude for running this line of entrepreneurship.
- Medical Officers from the Armed Forces Medical Services and Dental Corps will not be eligible for empanelment. However, non-technical officers will be eligible.
- Women entry officers are also eligible for empanelment of security agencies. All other criteria to women officers will remain the same.
- Should not be employed elsewhere.
