An agency is initially sponsored to the Principal Employer for a period of one or two years. On the recommendation of the Principal Employer sent to the DGR on the format provided in appendix .K., the same agency may be re-sponsored by the DGR in accordance with norms laid down of quota of guards and age limit. Responsorship in respect of the agency is done by the DGR in the form of a responsorship letter. It is also mandatory that there is no complaint outstanding against the agency and that it has been sending reports and returns as specified in these instructions. Details of all complaints/ irregularities with respect to the agency will be brought to their (agency.s) notice. If a principal employer sends a responsorship recommendation to the DGR on appendix .K. with regard to an agency, it does not automatically guarantee the continuance of the agency at that location. The DGR reserves the right to issue a responsorship letter in respect of the agency by taking into account details of the agency held with the DGR with respect to the age of the proprietors/ directors, age, attainment of quota of guards and performance details etc. No agency will be allowed to work at a CPSU location for more than four years. Agencies will not treat it as a right to continue at a CPSU location for up to four years. This is to provide an opportunity to newly retired ESM to avail of such opportunities. |

In the case of a State ESM Corporation, the Corporation may be re-sponsored subject to condition that no adverse remarks being endorsed by Principal Employer. |

DGR’s decision in this regard will be final and binding. |
