Since this scheme is for the benefit of ESM, it is mandatory for all Security Agencies empanelled with DGR to employ minimum 90 percent ESM as their employees. The ESM Corporations will employ 100 percent ESM within their own state. Outside their own state they can employ 90% ESM. However other than security duties when ESMs are not qualified/available, dependent of ESMs may be employed. Provision of manpower is the responsibility of the Agency. An agency can recruit ESM as follows: -
- Recruit through State Rajya Sainik Boards/Zila Sainik Boards.
- Placing request on Army/AF/Navy placement nodes.
- Placing request on Directorate of Employment, DGR.
- Directly from various regimental centres.
