At the time of applying for empanelment the agency may opt for National Capital Territory (NCT) or outside NCT. In case of option outside NCT, an agency will strictly choose three states that are adjoining each other. Change of state may be permitted by DGR in exceptional cases only once during the empanelment period. A proprietor/director who has exercised such an option will be however at the end of the roster/waiting list in the new choice of state. An ESM corporation can operate only within the state / union territory where it is registered. To obtain work outside their parent state DGR sponsorship will be mandatory. In any case a state ESM Corporation will not be sponsored for work in another state in which a state ESM Corporation is already in existence.
