Introduction: Directorate of Statistics & Records is primarily responsible for conducting census of ex-servicemen & widows, collection of statistics relating to ex-servicemen, furnishing of clarifications concerning to status of ex-servicemen/widows, issuing guidelines/ clarifications for inter and intra states transfer of registration of ex-servicemen in addition to procurement and maintenance of computers and peripherals . Charter of Duties: Directorate of Statistics and Records is entrusted with the following responsibilities:-

Preparation of data-base by conducting census of ex-servicemen through Rajya Sainik Boards (RSBs) /Zila Sainik Boards (ZSBs), printing and dissemination of census materials like blank ex-servicemen and widows Identity Cards and registration forms to all the Rajya Sainik Boards/ Zila Sainik Boards, allotment of Identity Card Numbers to all the Rajya Sainik Boards and issuing of guidelines concerning transfer of intra and inter states registration of ex-servicemen in addition to resolving of any dispute/ grievance concerning to registration and its transfer thereof. Any ex-serviceman and widow may send their grievance in this regard to Director (S&R) for its redressal. |

Collection, compilation, analysis, maintenance & dissemination of selected statistics concerning ex-servicemen like registration, placement of ex-servicemen, ex- servicemen on live register, World War- II Veterans, War Widows and employment preferences and age distribution of retirees. The statistics is available to users free of cost on demand. Furnishing of clarifications concerning to status of ex-servicemen /widows in consonance with Notifications/ Memoranda issued by the Department of Personnel & Training, Ministry Personnel, Public Grievances & Pensions, Government of India and monitoring of policy guidelines thereof. This Directorate is also a repository of Notifications/ Memoranda issued by the Department of Personnel & Training, Ministry Personnel, Public Grievances & Pensions, Government of India with regard to status of ex-servicemen. The definitions of ex-servicemen have been widely publicized through the Journals “ Sainik Punarvas” and “News Letter” published by the DGR. Copies of the definition of ex-servicemen are available to interested persons free of cost on demand. |

Preparation of draft reply to Parliament Questions and dissemination of inputs to Parliament Questions and other Parliament matters pertaining to registration, retirement, placement, live register of ex-servicemen and status of ex-servicemen. |

Undertaking of Ad-hoc studies & analysis of data. |

Handling of court cases relating to status of ex-servicemen. |
|
Procurement of computers, peripherals & computer stationery and maintenance of computers and peripherals. Procurement of computers & peripherals and computer stationery is being made as per the existing financial rules & procedures of the Government. |

Definition of ex-servicemen: Eligibility to the status of ex-servicemen of ex-Armed Forces personnel is governed by the definition of ex-servicemen issued by the Department of Personnel & Training, Ministry of Personnel, Public Grievances & Pensions. The status of ex-servicemen of ex-Armed Forces personnel is decided based on the definition in vogue at the time of retirement/ release/discharge of the personnel. The first definition of ex-servicemen had been notified by the DOP&T in 1966 and subsequently it was amended eight times. As per the existing definition, laid down by the Department of Personnel & Training(DOP&T), Ministry of Personnel, Public Grievances & Pensions, which has been in vogue since 01 Jul 1987, an ex-servicemen means a person:
Who has served in any rank whether as a combatant or non- combatant in the regular Army, Navy or Air Force of the Indian Union but does not include a person who has served in the Defence Security Corps (DSC), the General Reserve Engineering Force (GREF), the Lok Sahayak Sena and the Para Military Forces:

| a) |
who has retired from such service after earning pension; or |
| b) |
who has been released from such service on medical grounds attributable to military service or, circumstances beyond his control and awarded, medical or, other disability pension; or |
| c) |
who has been released, otherwise than at his own request, from such service as a result of reduction in establishment; or |
| d) |
who has been released from such service after completing the specific period of engagement,otherwise than at his own request or, by way of dismissal or, discharge on account of misconduct or, inefficiency, and has been given a gratuity. |
| e) |
The personnel of Territorial Army (TA) who are pension holders for continuous embodied service, persons with disability attributable to military service and gallantry award winners released on or after 15 Nov 1986 are eligible to status of ex-servicemen. |
| f) |
Personnel of the Army Postal Service (APS) retired directly from APS itself, without reversion to P&T Department or who have been released on medical grounds attributable to military service/circumstances beyond their control and awarded medical/disability pension are eligible to status of ex-servicemen. |

Budget, Plans and Expenditure: An amount of Rs.20.5 lakh has allotted to this Directorate for FY 2006-07 under IT head for procurement of computers, peripherals, computer stationery and maintenance of computers and peripherals. Till date an expenditure of Rs. 15.63 lakhs has been incurred. |
