EX-SERVICEMEN COAL LOADING AND TRANSPORTATION SCHEME
|
- The Scheme to raise Ex-Servicemen Coal Loading and Transportation Companies was formulated between the Ministry of Energy and the Ministry of Defence in 1979 with the dual purpose of having union free captive transport companies in coal subsidiaries of Coal India Limited and for providing resettlement opportunity to Ex- Servicemen. The Scheme is administered on the basis of Memorandum of Understanding signed between the Coal India Ltd (CIL) and DGR which gives the terms and conditions governing the formation and running of the Ex-Servicemen Coal Loading and Transportation Companies. Based on the experience gained, a revision in the MOU is under consideration.

- Eligibility
The Eligibility criteria for the companies to be sponsored to the coal subsidiaries for undertaking coal loading and transportation work are as under: -
- Unemployed retired commissioned officers (Class 1) (Ex –Servicemen) below 60 years of age (Brig & below or equivalent) and 62 years of age General Officers or equivalent. Re-employed officers are not eligible as long as they are serving.
- Duration of Service – minimum 14 years commissioned service.
- Retired officers are required to register within five years of retirement/release.
- It is desirable that directors have knowledge of labour laws/Companies Act and accounts.
- Retired officers are eligible to be directors or share holders of only one Ex-Servicemen Coal Loading and Transportation Company.
- Should not have availed any other scheme under DGR viz. six months excutive course in IIM/Business Schools, running of security agency and the like.
- ESM (O) at the time of registration should not be employed with any Govt/Semi Govt/Private concern.

- Procedure for Registration
- Eligible officers, willing to apply for coal loading and transportation work, submit an application on the prescribed form alongwith copies of retirement order, record of service, P.P.O, ESM I Card issued by Zilla Sainik Welfare Office ( ZSWO)/Dte of Sainik Welfare (State) and DGR General Regn No.
- On receipt of application, the details are entered in the register maintained for the purpose. The seniority is maintained on the "First Come First Serve" basis.
- Period of Sponsorship
Initial period of sponsorship is for 05 years which is extendable by a period of another 04 years if the performance of the ESM Company is satisfactory.

TIPPER ATTACHMENT SCHEME FOR WIDOWS AND DISABLED EX-SERVICEMEN

- Eligibility
The detail eligibility conditions for Widows/Dependants/ESMs who can take part in Tipper Attachment Scheme are as follows:
- Widows/children of personnel died in harness and in receipt of Ordinary Family Pension.
- Widows/children in receipt of Special Family Pension/Liberalized Pension to a maximum limit of Rs.12,000/- (pre-revised) total monthly emoluments. This maximum limit may be reviewed on implementation of subsequent Pay Commission.
- Disabled and medically boarded out service personnel. The disability may be or may not be attributable to military service.
- Defence Pensioner and their widows living in condition of penury. Total monthly income should be below Rs. 4000/- p.m.
- Widows of defence personnel who are bring up mentally handicapped children.
- Salient Features of the Scheme
- Margin Money, loan processing fee, insurance, road tax for the first year and cost of transportation of tipping truck to the work site is borne by the individuals by depositing Rs 85,000/- with the Company.
- The Ex-Servicemen Coal Loading and Transportation Company bears all expenses including the running, maintenance cost, payment to drivers and cleaners, payment of all taxes, i.e. income tax, road tax and insurance, bank installments and interest relating to the tipper truck.
- The widow/disabled Ex-Serviceman/dependant are paid Rs. 3000/- per month as fixed amount every month(rate of interest approximately 42%). The first payment will be made after 60 days of the deposit of the margin money.
- After the loan is fully repaid to the banks, i.e. 5 years, the Ex-Servicemen Coal Transport Company refunds the money, i.e Rs 85,000/- to the widow/disabled Ex-Serviceman/dependant and takes charge of the vehicle.
- A legal agreement is signed between the Ex-Servicemen Coal Loading and Transportation Company and the widow/disabled Ex-Serviceman/Dependant.
- Procedure
Desirous widows of defence services personnel, dependants of deceased serving personnel and disabled Ex-Servicemen should apply to the Director (Self-employment) on the prescribed form as available at DGR office.

ALLOTMENT OF OIL PRODUCT AGENCIES UNDER 8% DEFENCE QUOTA
|
- Types of Oil Product Agencies
(a) LPG distributorship.
(b) Petrol/Diesel retail outlet.
(c) SKO/LDO dealership (Kerosene Oil Agency)
- Defence Category
The Ministry of Petroleum and Natural Gas have reserved 8% of Oil Product Agencies, for the following five categories of Defence Personnel:
Cat-I - Widows/dependants of Posthumous Gallantry Award Winners.
Cat-II - War Widows/dependants.
Cat-III- War disabled (disability 20 % and above).
Cat-IV- Widows/dependants of those who died in harness
due to attributable causes.
Cat-V- Disabled in peace with disability (disability 20% and above) attributable to Military service.
- Eligibility
(a) Nationality - Indian
(b) Age on the date of Application - Minimum 21 years
(c) Residence - Can apply on all India bases
(d) Educational Qualification - Matriculation
(in case of LPG Distributorship only)
(e) Income - Not more than Rs 2 Lakhs per annum. (for
Category V only)
(f) In case of partnership, all partners should individually fulfill the above mentioned eligibility conditions and all of them must appear for the interview.
- Identification of Location
The location for developing retail outlets/SKO-LDO dealerships and LPG distributors are identified by the oil industry after carrying out requisite feasibility study. If the location is found feasible, the same is included in the Marketing plan.
- Advertisement
On approval of marketing plan, the Defence Quota agencies are advertised under Defence Category in two newspapers one in ‘English Daily’ and second in ‘Regional Vernacular Daily’ which have maximum circulation in the Districts in which the dealership/distributorship is to be located. Oil companies also inform DGR for sponsoring eligible candidates. The Zilla Sainik Welfare Office (ZSWO)/Dte of Sainik Welfare (State) concerned are instructed to give wide publicity to widows/Ex-servicemen in their area and forward applications from eligible candidates.
- Application Forms
Application forms can be obtained in person or by making a written request through registered post, from the Divisional/Regional/Area Office of the concerned oil company on payment of an application fee of Rs 1000/-.
- Eligibility Certificate
The eligible applicants are required to apply to the Directorate General Resettlement for issue of Eligibility Certificate with the following documents as applicable:-
- Death Certificate of deceased defence person issued by Service Hospital/HQs.
- Proof of death attributable to Military Service.
- Proof of Gallantry Award.
- Proof of disability being attributable to military service and CDA (P) letter regarding disability pension.
- Pension Order (CDA (P) letter).
- Discharge book/Retirement order.
- Proof of date of birth.
- Newspaper clipping of the Advertisement.
- Copy of Identity card issued by ZSWO/Dte of Sainik Welfare (State).
- Affidavit in original stating that the individual is unemployed and his/her annual income does not exceed Rs. 2.00 lacs on Rs 10/- stamp paper duly notarized.
- Affidavit from widow stating that she has not remarried after the death of her husband and relinquishment deed in case of dependants.
- Proof of educational qualification in case of LPG.
- Procedure of Allotment
- The eligible applicants are sponsored by issuing an Eligibility Certificate indicating the priority as mentioned above.
- The applicant then submits the application form alongwith the Eligibility Certificate to the concerned Regional Office of the Oil Company before due date.
- Selection of dealerships/distributorship of Oil companies is made by the concerned Dealer Selection Boards constituted by concerned Oil Company. Applicants sponsored by DGR by issue of the Eligibility Certificate only are interviewed for the Defence Category location.
- Letter of intent is issued by the concerned Oil Company to the selected applicant.

ALLOTMENT OF BPCL/IOC (GHAR) OUTLETS
|
- M/s Bharat Petroleum Corporation Ltd and IOC has evolved the concept of ‘GHAR’ having all facilities required by truckers under one roof, while they engage themselves in refueling activities. The management of these ‘GHAR’ outlets are done by the retired defence services officers. As soon as the requirement is received by DGR, DGR forwards the list of eligible retired officers (ESM-O) registered with DGR. The selection is done by M/s BPCL and IOC as per their laid down allotment procedures.
- Eligibility Criteria
- All retired Defence Services Officers (Class 1) (ESM-O).
- Age should not be more than 60 years
- Duration of Service – minimum 14 years commissioned service
- Should not have availed any other benefit from DGR earlier.
- ESM (O) at the time of registration should not be employed with any Govt/Semi Govt/Private concern.
- Remunerations
- Selected retired defence officers will manage the COCO station on yearly contractual basis for a period of a maximum of three years.
- Assured remunerations Rs. 25000/- per month.
- Incentive of Rs. 100/- for every KL sale beyond 250 KL (MS+HST).
- Procedure
Retired Defence Services Officers (Class 1) (ESM-O) registered with DGR are sponsored on receipt of demand from Oil Company.

ALLOTMENT OF CLASS V ‘B’ ARMY SURPLUS VEHICLES TO EX-SERVICEMEN/WIDOWS
|
- Eligibility
- Ex-Servicemen/their widows who are not re-employed or gainfully resettled.
- Serving personnel who are due to retire within next six months.
- Ex-Servicemen Co-operative societies. Membership of such societies should not be less than twenty Ex-Servicemen.
- Ex-Servicemen/their widows/societies of Ex-Servicemen who have served for less than five years in the Armed Forces or proceeded on retirement/ discharge at their own request are not eligible.
- ESM and widows are to apply within five years of retirement/death.
- Security Deposit
Security as stated against each type of vehicle is to be deposited with in the form of Bank Draft in favour of “DGR Security Deposit Fund” payable at New Delhi.
(a) Motor Cycle - Rs 1000/-
(b) Light Four Wheel Vehicle - Rs 3000/-
(c) Heavy Four Wheel Vehicle - Rs 8000/-
- Procedure to Apply
- Ex-Servicemen/their widows/their co-operative societies should apply through their Zilla Sainik Welfare Office (ZSWO)/Dte of Sainik Welfare (State).
- Serving personnel due to retire within next six months with pension should apply through their OC Unit/Service HQs.
- Officers of the rank of Colonel and above or their equivalent may apply directly through ZSWO/Dte of Sainik Welfare (State).
- Documents to be Attached with the Application
- Application form in duplicate duly filled in and pasted with passport size photographs on both the copies on the top duly attested by the ZSWO/Dte of Sainik Welfare (State)/OC Unit.
- Affidavit in duplicate duly attested by Oath Commissioner/Class I Magistrate/Notary Public on Rs 10/- non-judicial Stamp Paper in the prescribed text.
- Certified true copy/photocopy in duplicate of Discharge Certificate/ Retirement Order duly attested by the ZSWO/Dte of Sainik Welfare (State) / OC Unit. Officers are required to submit two CTC of retirement order issued by MS Branch, Army HQs/Air HQs or two CTCs of CDA (P) Pension Certificate/letter/Order.
- Security deposit in the form of draft in favour of “DGR Security Deposit Fund”, payable at New Delhi to be deposited with DGR alongwith application form.
- Release of Security Deposit
Amount of security deposit is released after the allotted vehicle has been registered with the Regional Transport Authority. This is to be done with in six months from the date of collection of the vehicle, failing which the amount of security will be forfeited to the Government. The application for release of security is to be routed through the ZSWO/Dte of Sainik Welfare (State) concerned, which verifies the correctness of the application.
- Change of Vehicle
As per Government policy request for change of any nature is not entertained after registration of the application with Dte General Resettlement. Any request for change will result in cancellation of the initial registration and the applicant would be required to submit his application afresh.

- General
Since 24 November 1974, Mother Dairy India Pvt Ltd. is providing ready built and fully equipped milk shops/booths to the Ex-Servicemen (ESM-PBOR), while its Fruit and Vegetable (Safal) Shops are opened for the ESM and their dependent sons from 1989. The Sheme is available in NCR and is under consideration for launch in Jaipur and other cities.
- Eligibility
Mother Dairy Milk Shops are available to Ex-Servicemen ( ESM-PBOR) only, while Fruit & Vegetable (SAFAL) shops are available for ESM (PBOR) and their Dependent sons. The other eligibility criteria for the scheme are as follows:

MANAGEMENT OF CNG STATIONS IN NCR

- The Scheme for management of CNG stations under Indraprastha Gas Ltd was launched as a pilot project in July 2001. The Scheme is applicable to retired Defence Services Officers (Class 1) (ESM-O) and is run on ‘Company Owned Company Operated (COCO)’ basis.
- Eligibility Criteria
- Ex-servicemen (Officers) upto rank of Colonel or equivalent (Class 1).
- Duration of Service – Minimum 14 years of commissioned service.
- Age should be below 60 years at the time of sponsorship to IGL.
- Should be resident of Delhi only.
- Bank Security upto Rs 2.00 lakhs required.
- Should not have availed any other benefit from DGR earlier.
- ESM (O) at the time of registration should not be employed with any Govt/Semi Govt/Private concern or self employed in any manner.

Selected retired officer gets an emoluments of Rs.45, 000/- (approx) per month with an annual increment of Rs. 2000/- per annum.

MANAGEMENT OF TOLL PLAZAS UNDER NHAI
|
- The Scheme of Management of Toll Plazas under the National Highways Authority of India (NHAI) had been started by the Directorate General Resettlement (DGR) w.e.f year 2007 onwards and thereafter it has been constantly refined. A draft MoU to bring in accountability and transparency has been prepared and forwarded to the Deptt of ESW for implementation. The Scheme can be availed by any Retired Commissioned Officer (Class 1) of the Defence Services who qualifies the definition of the Ex- Servicemen along with the laid down eligibility criteria.
- The Scheme at present entails forwarding of five to seven names of registered ESM (O) to NHAI. Thereafter, the NHAI is solely responsible for taking any further action related to selection of ESM (O), allotment of toll plaza, modalities of functioning, monitoring and taking action to extend/ terminate the contract. Selected ESM (O) is required to muster ESM for the various appointments as has been laid down by the NHAI for the functioning of the concerned Toll Plaza. The strength of the required manpower at various Toll Plaza is different and is based on the number of entry gates.
- Eligibility
- Ex-Servicemen (Officer) (Class 1) should be a Colonel and below/equivalent rank in the Armed Forces.
- Duration of Service – minimum 14 years commissioned service.
- ESM (O) should be registered with Directorate General Resettlement (DGR).
- DGR registered ESM (O), should have volunteered to apply for Toll Plaza Management services within five years of superannuation.
- Women entry officers are not eligible for this Scheme.
- ESM (O) will be eligible for forwarding of his name upto 60 years of age or upto Six years from the date of seniority whichever is earlier.
- Should not have availed any other scheme under DGR viz. six months excutive course in IIM/Business Schools, running of security agency and the like.
- ESM (O) at the time of registration should not be employed with any Govt/Semi Govt/Private concern.

- Procedure to Apply for Toll management Services

Ex-Servicemen (Officer) should get himself registered with DGR. After obtaining a general Registration No, the ESM (O) should apply for Management of Toll Plaza on a prescribed form available with Self Employment Directorate.
- The ESM (O) should submit the Management of Toll Plaza application form duly filled along with requisite documents.
- An ESM (O) can opt for only one State where his seniority will be maintained.
- On receipt of the application form by the DGR the name of the ESM (O) will be entered in the State Seniority Roster as per his choice of State.
