Self Employment Directorate:
RESERVATION FOR ITERMS MANUFACTURED BY EX-SERVICEMEN ENTREPRENEURS FOR CSD ITEMS AND LOW TECHNOLOGY ITEMS
Aim
1. Reservatlon for 15 percent of 30 selected Items under CSD and 10 per cent of 262 selected Low Technology Items.
Introduction
2. The Canteen Stores Department of India (CSD), Mumbai in their letter No DO/RV/GM/1 SECV/2817 dated 03 Dec 1993 have reserved 15 percent of the 30 selected CSD Items manufactured by the Ex-Servicemen entrepreneurs under certain terms and conditions.
3. The Ministry of Defence in their letter No 7/8/86/USD (Res) dated 28 Jan 1993 have reserved 10 percent of the 262 selected Low technology Items, manufactured by the Ex-Servicemen entrepreneurs under Defence Purchase Programme.
4. The concession is limited only to the manufacturing enterprises where the Ex-Servicemen holding is at least 51%.
5. Other things being at par the products/items manufactured by the Ex-Servicemen entrepreneurs should be competitive both in quality and price vis-à-vis others.
Eligibility
6. 50% of the shares should be held by the Ex -Servicemen and employing at least 50% of Ex-Servicemen as employees.
7. Ex-Servicemen should be below 60 years of age and sponsored by Directorate General of Resettlement.
8. Trading not permitted.
Procedure
9. The Ex-Servicemen entrepreneurs interested In taking the benefit of this scheme should apply to DGR for registration.
10. In case of supplying stores to CSD, the application forms can be obtained from CSD, Mumbai on payment.
11. The form after completion, alongwith the relevant documents is required to be submitted to the CSD. Mumbai under intimation to the respective RSB/ZSB and DGR.
12. In case of supplying stores under LTI scheme the eligible Ex-Servicemen entrepreneurs are required to apply to the Directorate General of Quality Assurance (DGQA) with pre-qualification information under intimation to RSB/ZSB and DGR.
13. In case of CSD, the proposal is examined by the Preliminary Screening Committee (PSC) of the Board of Administration of the CSD. If the proposal is accepted by CSD on the basis of quality and standard as laid down the orders are placed accordingly.
14. In case of LTI scheme, the DGQA carries out Inspection of the unit and if it conforms to the norms as laid down, the units are enlisted and the Ex-Servicemen Unit quoting lowest tender is given 10% of the Work Order and in case the quotation is the lowest for the Item then the lowest tenderer is eligible for entire work order.
