CONCESSIONS AND BENEFITS EXTENDED BY STATE GOVTS/UTs TO RETIRED AND SERVING DEFENCE PERSONNEL

Concessions & Benefits : General
1. Monetary grants to Gallantry Award Winners. (Appendix ‘E’)
2. Ex-Servicemen are given stipend for ITI training at the rate of Rs. 250/- p.m. Disabled soldiers under training in QMTI, Kirkee are given Rs. 600/- p.m. for period of training.
3. Reservation of Seats.*
4. 8 percent interest subsidy on loan from Nationalised Banks for self employment.
5. Reservation in LPG/K. Oil agencies-7.5 percent, Industrial plots and sheds – 4.5 percent, National permits – 10 percent Fertiliser agencies – 10 percent KAL Autorikshaws – 10 percent preference in allotment of Keltron Agencies and priority –1 is given in Jai Jawan Stalls.
6. Financial assistance of Rs. 2,500/- for daughter’s marriage to ex-Servicemen, whose annual income is less than Rs. 30,000/-
7. Rs. 1,000/- Ex-gratia grant given to the widow on death of ex-Servicemen, whose annual income is below Rs. 30,000/- p.a.
8. There are four Sanik Rest Houses in Kerala. (Appendix ‘C’)
9. Rent control Act has been amended for the benefit of ex-Servicemen.
10. 3 percent reservation each for allotment of house sites and houses for ex-Servicemen.
11. Free medical aid to ex-Servicemen in civil hospitals (LIG category one bed each in general ward of all District and Taluk hospitals reserved for ex-Servicemen.
12. Exemption from examination fee and hospital purchase fee.
13. Reservation of 10 percent of surplus land for ex-Servicemen in each village (under rule II (A) of the Kerala Land Assignment Rule). Under rule 6 of the arable forest land assignment rule 1970, 1/12 of the available assignment land in each district shall be reserved for assignment to ex-Servicemen.
14. Scholarships for higher studies for dependents of ex-Servicemen (SSLC to Post-graduate).
15. 15 weightage marks is given to the ex-Servicemen and their children, widows, children of serving soldiers for admission in pre-university. BSc (Agri/Horticulture) BVSc and Animal husbandry courses vide Kerala University letter No. SD (1)/161121/76 dated 02 may 1977. One seat each for BVSc.
16. Immediate financial assistance upto Rs. 750/- to deserving eligible cases.
17. Destitute allowance Rs. 100/- p.m.
18. Grace marks of 15 for admission to PDC and Degree Course of children of ex-Servicemen.
19. Coaching class for Medical Engg Entrance Examination for 30 students in each discipline (i.e. total 60 students).
20. 4.5 percent reservation of Industrial plots/sheds.
21. Priority I in Jai Jawan Stall reservation.
22. Priority I allotment of three wheelers.
23. Financial assistance to blind ex-Servicemen Rs. 300/- p.m.
24. Financial assistance to orphan children of deceased servicemen Rs. 150/- p.m.
25. Stipend to handicapped children of ex-Servicemen.
26. Vacancies in Sainik Welfare Deptt and NCC are exclusively for ex-Servicemen.
27. Stipend of Rs. 10,000/- each for 20 children of ex-Servicemen studying in Sainik School Kerala.
28. Pocket expense to the inmates of TB/Leprosy sanatoria – Rs. 300/- p.m.
29. Financial assistance of Rs. 300/- p.m. is given to mentally retarded children ex-Servicemen.
30. Financial assistance of Rs. 300/- p.m. is given to poor ex-Servicemen whose annual income is less than Rs. 10,000/-.
31. WW II veterans whose annual income is less than Rs. 6,000/- are given Financial Assistance of Rs. 300/- p.m.
War Widows/Dependents Of Those Killed/Disabled In War Including Casualties Of Op Pawan & Meghdoot
32. Immediate grant Rs. 5,00,000/- to each dependent of those killed in action Rs. 1,00,000/- to the seriously wounded Defence personnel. In the case of other injuries such amount as decided depending upon the gravity of injury.
33. House Building grant of Rs. 50,000/- to disabled Jawans boarded out and those who die in harness and do not have houses of their own and whose annual income is less than Rs. 50,000/-.
34. Reservation in all professional course.
35. Weightage in marks for pre Degree and degree classes, free education in Arts/Science colleges. No hostel charges, book allowance. Education stipends upto postgraduate level.
36. Exemption from payment of examination fee.
37. Employment to one dependent.
38. Allotment of land if income not more than Rs. 6,000/- p.m.
39. Priority for admission in ITI for wards and widows.
40. Widows transfer to native place, if employed.
41. Near relatives of soldiers who are killed or permanently disabled in action or reported missing are given preference in recruitment.
42. House building grant of Rs. 50,000/- to each war widow and to disabled ex-Servicemen.
43. Widows are exempted from payment of House Tax, exempted only in Panchayat areas. Further war widows and war disabled and parents of (Father/Mother) unmarried Jawans killed in action are exempted from payment of house tax in Municipal and Corporation areas for 10 years with effect from 01st half of 2000-01.

44. Ex- gratia grant – Rs. 5 Lacs (killed)
45. For injured – As per gravity of injury.
46. Employment – one dependent of the family.
47. House Building grant.
48. Allotment of land for construction of house in very genuine cases.
49. Financial assistance of Rs. 300/- p.m. is given to physically disabled children, annual income of the parents should be below Rs. 50,000/-.
50. Cash award of Rs. 500/- is given to the top mark scorer of SSIC at District level among the wards of ex-Servicemen.
51. Free supply of sewing machine (to ex-Servicemen tailors by trade/widows who know tailoring).
52. Financial assistance of Rs. 300/- p.m. for Medical after care Grant for TB/Leprosy patients (Ex-Servicemen).
53. Medical After Care Grant (Rs. 300/- p.m.) to ex-Servicemen cancer patients.
54. Redressal of Grievances of ex-Servicemen prompt and immediate action. District Collectors and Head of Departments have been given instruction.
55. Special (Out of turn) priority in giving electric connection to ex-Servicemen and dependent of serving personnel died/killed in action.
56. Equation of service trades with civil trades- Acceptance of central Govt equation of service trades with civil trades by State Govt qualification of Degree and Diplomas recognised by the Govt of India-automatic recognition in State Govt.
